Bipartisan Carbon Pricing Bills Signal Hope for U.S. Climate Action

A statement from World Resources Institute President & CEO Dr. Andrew Steer regarding the introduction of two bipartisan carbon pricing bills in the U.S. Congress: the Stemming Warming and Augmenting Pay Act (SWAP Act) and the Raise Wages, Cut Carbon Act (H.R. 3966).

• Congressmen Francis Rooney and Daniel W. Lipinski introduced two bipartisan bills, the Stemming Warming and Augmenting Pay Act (SWAP Act) and the Raise Wages, Cut Carbon Act (H.R. 3966), which both propose a carbon price that increases over time.
• The proposed legislation intends to use the majority of the generated revenue to lower payroll taxes for employers and working Americans, with remaining funds allocated to clean energy R&D, climate adaptation, and energy cost assistance for low-income households.
