Building National Forest and Land-Use Information Systems: Lessons from Cameroon, Indonesia, and Peru

This working paper analyzes the institutional, financial, and human resource capacities of Cameroon, Indonesia, and Peru in developing forest and land-use information systems (FLUIS), identifying key enabling factors and systemic challenges.

• The development of a national FLUIS is facilitated by high-level government support, which encourages inter-ministerial cooperation to resolve conflicting land-use policies. An essential early step is an institutional mapping exercise to identify all agencies affecting forests and land use, including those outside the forest sector, to ensure their involvement in design and implementation and to encourage data sharing.
• Long-term sustainability of a FLUIS requires dedicated funding in national and sub-national budgets to address equipment maintenance, data storage infrastructure, and staff training to mitigate the loss of institutional memory caused by staff turnover. Stability in this funding is more likely if it is integrated into a policy framework supporting data management and integration.
• A significant capacity gap exists in the coordination between ministries and sub-national governments regarding the drivers of forest and land-use change. To address this, countries should implement data management systems that integrate spatial and non-spatial data from multiple sources and provide capacity building and standardized training for regional governments to improve data collection and integration.
