The State of Nationally Determined Contributions: 2022

This report by the World Resources Institute analyzes the evolution of Nationally Determined Contributions (NDCs) since the Paris Agreement, noting that while ambition is increasing, it remains insufficient to meet global temperature goals.

• As of September 2022, 139 new or updated NDCs have been communicated. While these updated commitments aim to reduce 2030 emissions by an estimated 5.5 gigatons of carbon dioxide equivalent (GtCO2e) more than initial NDCs—a 7 percent reduction from 2019 levels—this falls short of the IPCC's requirement of at least a 43 percent decline from 2019 levels to maintain the 1.5°C goal.
• The report identifies high rates of inclusion for specific climate components within NDCs: 77 percent include greenhouse gas reduction targets, 96 percent include sector-specific mitigation targets or measures, and 86 percent include an adaptation component.
• Climate finance requirements are documented in 53 percent of NDCs, totaling nearly $4.3 trillion. This total is comprised of $2.7 trillion for mitigation, $1.1 trillion for adaptation, and $475 billion that is unspecified.
