The analysis evaluates four scenarios for reaching the $100 billion climate finance goal by 2020, concluding that a combination of diverse sources and increased public flows is likely necessary. While developed country finance alone is insufficient without extreme growth, the inclusion of Multilateral Development Bank (MDB) finance, private sector leverage, and climate-related Official Development Assistance (ODA) increases the likelihood of meeting the target even under low-growth conditions.

• Reaching the $100 billion goal using only developed country climate finance is unlikely, as it would require an annual growth rate of 25 percent.
• The inclusion of private sector finance leveraged by developed countries (Scenario 2) only meets the target under conditions of high growth and high leverage.
• Combining developed country finance, MDB climate finance, and private sector leverage from both (Scenario 3) can meet the target under medium growth and medium leverage projections.
• The most flexible path to the $100 billion goal (Scenario 4) involves developed country finance, MDB finance, private sector leverage, and climate-related ODA, which could succeed even with low growth and low leverage.
