Getting to $100 Billion: Climate Finance Scenarios and Projections to 2020

This research paper analyzes quantitative scenarios to determine which combinations of public and private finance sources could enable developed countries to meet the $100 billion annual climate finance goal by 2020, as committed during the 2009 Copenhagen UNFCCC meeting.

• The paper evaluates four scenarios for reaching the $100 billion goal: Scenario 1 (developed country climate finance alone) requires a 25 percent annual growth rate to succeed; Scenario 2 (adding private sector leverage) requires high growth and high leverage; Scenario 3 (adding MDB climate finance and its leverage) could succeed under medium growth and leverage; and Scenario 4 (adding climate-related ODA) could reach the target even with low growth and low leverage.
• The analysis concludes that meeting the $100 billion target will likely require a combination of different finance sources and an increase in public flows.
