Voices From the Congo Basin

This working paper by the World Resources Institute (WRI) summarizes feedback from 2008 and 2009 workshops conducted with local and indigenous communities in Cameroon and the Democratic Republic of Congo (DRC) regarding the design and implementation of Reduced Emissions from Deforestation and Forest Degradation (REDD).

• The World Resources Institute (WRI), in partnership with NESDA in Cameroon and CODELT in the Democratic Republic of Congo (DRC), held workshops in 2008 and 2009 to engage underrepresented local communities, community-based NGOs, and parliamentary representatives on REDD issues, as a lack of information on these perspectives could hinder the creation of effective REDD-related measures in the Congo Basin.
• Participants in the workshops identified five primary concerns regarding the design and implementation of REDD: limited recognition of land-tenure rights, inadequate information concerning carbon and forest resources, unclear roles and weak institutional capacity, inequitable distribution of revenue, and a reduction in development opportunities.
