Data Management Systems for National Greenhouse Gas Inventories

This working paper synthesizes survey responses from ten Annex I and non-Annex I Parties to outline the requirements and challenges of national greenhouse gas (GHG) inventory data management systems. It identifies key success factors for effective systems, including clear institutional arrangements, sufficient funding, and a flexible design approach based on specific reporting objectives.

• Data management systems are essential for the creation and regular updating of national greenhouse gas (GHG) inventories, which serve as the basis for both international and national GHG mitigation activities. The working paper synthesizes experiences from ten Parties, including six Annex I (developed) and four non-Annex I (developing) Parties, to highlight common features of Annex I systems, the resources required to maintain them, and the capacity challenges encountered by non-Annex I Parties.
• Insights derived from Annex I Parties suggest that effective data management systems require a flexible approach to design and development, clear institutional arrangements, and funding for maintenance and development that aligns with goals. Additionally, practitioners should understand specific reporting objectives prior to construction and, where appropriate, integrate with or build upon existing technical systems.
