Technical Note: Climate Finance Calculator - Data and Methodology

This technical note describes the World Resources Institute's (WRI) Climate Finance Calculator, a tool designed to determine countries' international climate finance contributions based on their economic capacity to pay and their emissions-based climate responsibility.

• The WRI Climate Finance Calculator determines indicative minimum thresholds for country contributions to climate finance targets by analyzing historical emissions (representing responsibility) and income (representing capability to pay). The tool is intended to support UNFCCC negotiations, including the New Collective Quantified Goal (NCQG), the Green Climate Fund (GCF), and the capitalization of the loss and damage fund.
• There is a significant and growing global finance gap for the climate transition. Climate Policy Initiative data indicates that annual needs will rise from $8.1 trillion to $9 trillion by 2030, and exceed $10 trillion annually between 2031 and 2050, which is at least six times the $1.3 trillion in annual flows recorded between 2021 and 2022.
• Specific funding needs are identified for developing nations: emerging markets and developing countries (excluding China) may require approximately $2.4 trillion in annual external finance for adaptation and mitigation by 2030, while nationally determined contributions for developing countries list needs totaling nearly $6 trillion between 2020 and 2030.
