Technical Note: Climate Finance Calculator - Data and Methodology

The World Resources Institute (WRI) has developed the Climate Finance Calculator to help users determine indicative minimum climate finance contributions for countries based on their historical emissions and economic status. The tool is intended to inform UNFCCC negotiations, including the New Collective Quantified Goal (NCQG), the Green Climate Fund (GCF), and the loss and damage fund. This comes amid a widening global finance gap; Climate Policy Initiative data indicates annual climate finance needs will rise from $8.1 trillion to $9 trillion by 2030, and exceed $10 trillion annually between 2031 and 2050, significantly surpassing the $1.3 trillion annual flows recorded between 2021 and 2022.

• The Climate Finance Calculator determines a country's indicative minimum climate finance contribution by analyzing two primary factors: its 'climate responsibility' via emissions metrics and its 'capacity to pay' via economic metrics.
• There is a significant and growing gap in global climate finance; annual needs are projected to increase from $8.1 trillion to $9 trillion by 2030, and over $10 trillion annually from 2031 to 2050, which is at least six times the $1.3 trillion annual flow seen between 2021 and 2022.
• External finance needs for mitigation and adaptation in emerging markets and developing countries (excluding China) are estimated at approximately $2.4 trillion annually by 2030, while total needs listed in developing country nationally determined contributions for 2020-2030 reach nearly $6 trillion.
