The U.S. Contribution to Fast-Start Finance

This fact sheet by the World Resources Institute updates a May 2012 working paper regarding the United States' contribution to Fast-Start Finance (FSF) between 2010 and 2012, analyzing the financial instruments used and the balance between adaptation and mitigation objectives.

• The United States reported approximately $7.5 billion in Fast-Start Finance (FSF) contributions over the 2010-2012 period, which represents about 20 percent of the total global self-reported FSF commitment.
• U.S. FSF funding levels varied across the three-year window, peaking in FY11 due to spending fluctuations from the Millennium Challenge Corporation (MCC) and the Overseas Private Investment Corporation (OPIC). A significant portion of the portfolio was directed toward clean energy in Asia, administered primarily by USAID and OPIC through insurance, guarantees, loans, and grants.
• While transparency in FY12 reporting improved, the document suggests further enhancements to support accountability and verification, including the publication of disaggregated annual project lists, the use of the Foreign Assistance Dashboard, and the alignment of reporting between the OECD and the UNFCCC.
