Transparency Issues with ACEA Agreement

A research paper by the World Resources Institute highlighting the lack of transparency regarding individual company commitments and performance data within the ACEA Agreement, which aims to reduce vehicle CO2 emissions in the European Union.

• Cost analysis of two scenarios—corporate average and uniform percent improvement—shows significant variability in potential cost exposures for certain OEMs. BMW and DaimlerChrysler (DC) perform better under the uniform percent increase approach, while Fiat and PSA Peugeot Citröen perform better under the corporate average approach. Except for BMW, OEMs did not disclose CO2 reduction strategies or supporting data in their 2003 annual reports.
