Impact-Driven Investing in New Mobility Enterprises: Perspectives from Kampala, Uganda, and Hyderabad, India

This research paper examines the barriers to impact investing in new mobility enterprises using case studies from Kampala, Uganda, and Hyderabad, India. It identifies key challenges such as regulatory risks, entrenched stakeholders, and the difficulty of measuring impact due to the sector's indirect links to other social and environmental goals. The paper argues that success requires stakeholders to understand market barriers and commit to supportive partnerships.

• Impact investing in mobility enterprises is currently uncommon due to several systemic and operational barriers. These include the difficulty of accounting for impact, the dilution of impact across cross-cutting sectors, the presence of entrenched stakeholders who obstruct investment, and political risks and regulatory regimes that may impede business operations.
• Creating a clear narrative of outcomes and establishing transport impact metrics is challenging because the mobility sector often acts as an indirect or unacknowledged link to other critical areas, including climate change, urban development, gender equity, education, and health.
• Successful impact investing in mobility enterprises requires that governments, investors, and other stakeholders understand the net impacts (both negative and positive) and the institutional and market barriers facing these enterprises, and that they are willing to partner to overcome these obstacles.
