Mobilizing Climate Investment

This report by the World Resources Institute examines how public climate finance can be used to create the policy, institutional, industry, and financial conditions necessary to scale up private and public investment in low-carbon energy. Based on case studies from six developing countries, the report proposes a framework for 'readiness' activities and provides recommendations for international climate funds, specifically the Green Climate Fund.

• Developing countries require an estimated $531 billion in additional annual investment in energy supply and demand technologies between now and 2050 to limit global temperature rise to 2°C above pre-industrial levels.
• Small-scale, long-term funding for enabling activities—ranging from several hundred thousand to several million dollars—can facilitate larger investments. Such support is most effective when sustained for five or more years and when international advisors are integrated into and report to national institutions.
• The success of scaling up low-carbon energy investment is primarily determined by strong government leadership and the ability to effectively respond to pricing distortions that favor carbon-intensive energy sources.
• Readiness activities to unlock investment include tackling information barriers through renewable resource assessments, strengthening the capacity of small and medium enterprises (SMEs), and improving the ability of financial institutions to assess and finance low-carbon technologies through pilot programs and risk-allocation mechanisms.
