Brazilian Law Sets Standards for Compact, Connected, Coordinated Social Housing

The World Resources Institute (WRI) collaborated with the Brazilian government to implement a new law in March 2017 that mandates 3C standards for the Minha Casa, Minha Vida (MCMV) social housing program. This law aims to prevent the isolation of low-income housing from urban centers, promoting public transport, walking, and cycling to benefit approximately 1.8 million people and reduce greenhouse gas emissions.

• The Minha Casa, Minha Vida (MCMV) program previously increased urban sprawl because projects were often located far from urban centers to secure lower land prices, which limited access to essential services like healthcare, education, and jobs.
• A countrywide study by WRI demonstrated that providing essential services is more expensive when communities are distant and contribute to sprawl compared to developments that follow the compact, connected and coordinated (3C) model.
• Enacted in March 2017, a new law requires social housing to be connected to public transport and promotes walking and cycling while discouraging gated communities; it is expected to guide the construction of 600,000 houses over two years, potentially benefiting 1.8 million people.
