Making Adaptation Count

The report introduces a framework for monitoring and evaluation (M&E) of climate adaptation initiatives in developing countries. It emphasizes that as adaptation plans emerge, M&E is critical for judging effectiveness and deciding which efforts to scale. The framework was developed through research, interviews, and case studies of natural resource management and adaptation projects in India.

• Unaddressed climate change impacts during the 21st century could lead to a 5–10 percent loss in global GDP, with wealth in poor countries potentially declining by more than 10 percent.
• Monitoring and evaluation (M&E) systems are essential for determining the effectiveness of early-stage adaptation policies and for guiding the scaling of efforts as climate impacts increase.
• The proposed M&E framework is designed for the planning, design, and early implementation stages of interventions and can be used by funders to formulate evaluation questions or develop programmatic agendas.
• Beyond tracking success and failure, M&E can be used to identify positive synergies between adaptation and other goals, such as climate change mitigation or economic growth.
