Getting Ready

This World Resources Institute working paper, the eighth in a series, reviews Readiness Preparation Proposals (R-PPs) and National Programme Documents (NPDs) submitted to the Forest Carbon Partnership Facility (FCPF) and the UN-REDD Programme. The analysis focuses on how REDD+ Country Participants address forest governance, transparency, accountability, participation, and coordination during the readiness phase.

• The working paper evaluates the integration of forest governance principles—specifically transparency, accountability, participation, and coordination—within the R-PPs and NPDs submitted by countries to the FCPF and UN-REDD Programme to determine if major governance challenges driving forest loss are identified.
• This specific update analyzes R-PPs from the Central African Republic and Colombia for formal FCPF Participants Committee consideration, as well as Nigeria's NPD for UN-REDD Policy Board funding consideration. Draft R-PPs from Guatemala and Mozambique were submitted for informal review but were not analyzed in this paper.
