Independent Forest Monitoring in the Congo Basin: Taking Stock and Thinking Ahead

The paper analyzes 20 years of independent forest monitoring (IFM) in the Congo Basin, noting that while IFM has led to the withdrawal of illegal forest titles and improved governance, its activity levels have declined since its early years. It suggests that the IFM model should be expanded to agricultural commodities and REDD+ projects, supported by institutionalized policy reform and long-term funding.

• Independent forest monitoring (IFM) has achieved tangible governance improvements in the Congo Basin, including the removal of illegal forest titles and the implementation of ministerial orders to enhance forest legality, despite facing political resistance and difficulties in government relations.
• An analysis of 469 mission reports from 11 organizations between 2001 and 2020 shows that IFM activity was most concentrated in its early years and most prevalent in Cameroon, where an average of 14 percent of forest management units were visited annually from 2007 to 2013.
• To evolve the IFM model, the authors recommend that donors and policymakers institutionalize IFM through legal reform, establish long-term funding, and standardize monitoring processes. They further suggest applying IFM to agricultural commodities and verifying REDD+ project compliance with safeguards.
