Independent Forest Monitoring in the Congo Basin: Taking Stock and Thinking Ahead

This research paper by the World Resources Institute and its partners evaluates the achievements and challenges of independent forest monitoring (IFM) in the Congo Basin from 2001 to 2020, offering recommendations to institutionalize the practice and expand its scope to agricultural commodities.

• Cameroon saw the highest volume of IFM activity as the location where the practice began; between 2007 and 2013, an average of 14 percent of forest management units were visited annually.
• To enhance IFM efficiency and expand the model geographically and beyond timber—such as monitoring agricultural commodities or REDD+ project compliance—the authors recommend that policymakers and donors support long-term funding, standardized monitoring and evaluation, and legal reforms to institutionalize IFM.
