Emissions Reductions Under Pollution Reduction Proposals in the 111th U.S. Congress

This World Resources Institute analysis assesses the potential net greenhouse gas (GHG) emissions reductions relative to 2005 U.S. levels that could be achieved by three pollution reduction proposals in the 111th Congress: the American Power Act (APA), the Carbon Limits and Energy for America’s Renewal Act (CLEARA), and the American Clean Energy and Security Act (ACESA). This includes certain APA programs that are either unfunded or subject to further congressional action, as well as the targets set by CLEARA, which would also require additional congressional action to be met.
