Complying with the Kyoto Protocol requirements

This report provides a regional summary of the capacity and needs of six Central and Eastern European (CEE) countries to implement national systems for inventories and Kyoto Mechanisms to comply with the Kyoto Protocol.

• The report evaluates the ability of Bulgaria, the Czech Republic, Hungary, Poland, Romania, and Slovenia to implement national systems for inventories—specifically preparation, reporting, and review—and the Kyoto Mechanisms.
• The document establishes an implementation framework for Kyoto Protocol compliance and ranks the capacity of each surveyed country as high, medium, or low.
• The report identifies common capacity deficits and challenges across the six surveyed CEE countries, suggesting areas for collaboration, and provides country-specific priority needs and recommendations for investment, political will, and donor support.
