Brief on NCQG simplified negotiation options

This briefing by Transforma presents a proposal to simplify the negotiation options for the New Collective Quantified Goal (NCQG) on climate finance under the Paris Agreement. • Proposed structures for the NCQG include quantitative goals based on monetary values (USD X) or percentages of GNI/GDP, with options to include qualitative elements, sub-goals for specific thematic areas (such as mitigation, adaptation, and loss and damage), and targets for specific vulnerable groupings like least developed countries and small island developing States.
• Options for determining the financial quantum include bottom-up approaches based on the needs and priorities of developing countries, outcome-oriented goals linked to Article 2 of the Paris Agreement, or calculations based on a percentage of the GNI or GDP of developed country Parties.
• Potential sources of finance are categorized through various approaches, including a 'multilayer approach' with international public sources at the core and private or innovative sources as outer layers, as well as differentiating between the provision of finance and the mobilization of funds.
• Progress tracking for the NCQG may be conducted through the Enhanced Transparency Framework (ETF), other reporting systems such as the OECD, IPCC, or MDBs, or via aggregate reporting using UNFCCC process data.
