The Forum on Trade, Environment, & the SDGs (TESS) provided statements to the WTO Dialogue on Plastic Pollution (DPP) on 18 September 2024. This paper analyzes HS or CPC codes, reviews tariffs and non-tariff barriers, and examines environmental regulations such as the Basel Convention technical guidelines. It specifically addresses constraints faced by least developed countries, small island developing states, and small, vulnerable economies to inform aid for trade matchmaking.
• To improve the management of trade-related policy measures (TrPMs), TESS proposes the creation of a global online repository, potentially hosted by the WTO and linked to HS codes, to increase transparency and facilitate the design of trade policies. Additionally, TESS advocates for domestic inter-ministerial coordination mechanisms involving trade, industry, environment, commerce, health, and small business development ministries to ensure coherent policymaking.
• TESS highlights an ongoing proposal for HS Amendments to Improve Transparency in the Trade Flows of Plastic Products, specifically targeting single-use plastics, which will be considered by the HS Review Sub Committee in late November. Members have until 10 October 2024 to prepare further proposals regarding plastics.
