Standards and related initiatives in international cooperation to end plastic pollution: Mapping and state of play

This policy brief examines the role of international cooperation on standards in the effort to end global plastic pollution, specifically in the context of the Intergovernmental Negotiating Committee (INC) and the WTO's Dialogue on Plastics Pollution (DPP).

• The Intergovernmental Negotiating Committee (INC) is currently working toward an international legally binding instrument to end plastic pollution, with a target completion date by the end of 2024. Within these negotiations, standards and standard-setting processes have emerged as a crosscutting issue.
• The WTO established the Dialogue on Plastics Pollution (DPP) in 2021, involving over 75 members, to investigate how trade cooperation can complement efforts to reduce plastic pollution. The DPP focuses on trade-related cooperation regarding standards to transform global supply chains and address the technical and implementation capacity concerns of developing countries.
• The policy paper analyzes three categories of instruments often described as standards: government legislation, regulations, and initiatives; voluntary multistakeholder standards; and non-governmental initiatives.
