Water Governance in Europe
Summary
The report examines water governance in four European countries, focusing on the implementation of the EU Water Framework Directive (WFD) and the Marine Strategy Framework Directive (MSFD). It finds that while there is a general shift toward integrated, river-basin-based management, significant challenges remain in coordinating freshwater and marine policies, managing spatial boundaries, and ensuring meaningful stakeholder participation. The study highlights diverse models of service delivery, from the privatized system in the UK to the public-private partnerships and user associations in Spain, and the strong tradition of community-led water protection in Finland.
Key insights
- Integration between freshwater, marine, and flood management policies is inconsistent across the studied countries. Finland shows the highest level of integration by inviting stakeholders from the Marine Strategy and Flood Directive into River Basin Management Plan (RBMP) working groups, while the UK has seen "limited integration of inland and marine policies".
- Transitioning from functional administrative boundaries to geographical river basin boundaries as required by the EU WFD has proven difficult. A positive exception is the Basque region in Spain, where the regional government possesses "wide jurisdiction defined by the boundaries of the Basin".
- Monitoring systems to evaluate the effectiveness of water management measures are generally weak. Notable exceptions include the Basque region's monitoring of agricultural water protection and a benefit-assessment tool developed in Finland.
- Water service delivery models vary significantly: the UK privatized water supply and sewerage in 1989 to address aging infrastructure, while in Spain, municipalities hold responsibility, though provision may be public, private, or via consortia.
- Stakeholder participation remains a challenge, often limited to advisory roles or consultations on pre-determined decisions. The UK is attempting to address this through a new "catchment-based approach" to foster bottom-up collaboration.
- Spain utilizes innovative water governance tools such as water trading—allowing voluntary transfers of water rights—and water footprint analysis to understand the impact of virtual water flows in trade.
- Finland leverages strong community-led action through regional and local water protection associations and foundations, such as the Vesijärvi Foundation, which drafts and funds local action plans.
- Estonia's water governance is characterized by a high dependence on the energy sector for water use, with the oil-shale energy sector consuming approximately 94% of total water.
