LOODUSKAITSE ÜMBERKORRALDUSE MÕJU: ANKEETKÜSITLUSE TULEMUSED

The report examines the effects of the 2009 formation of the Estonian Environmental Board on nature conservation. Survey results from 84 officials indicate a significant increase in bureaucracy and office work, with 83% reporting an increase in office workload. While the general reputation of nature conservation remained largely stable, officials expressed concerns over the lack of on-site supervision and unclear role divisions between the Environmental Board and the State Forest Management Centre (RMK). Most respondents believe their work will become more complex and important in the future, though they feel a lack of sufficient legal and societal support.

• Nature conservation officials perceive a lack of sufficient legal and societal support for their work. Approximately 60% of respondents noted weak support from legal acts, and half felt that society does not sufficiently value their efforts, with some noting that public opinion often favors developers over conservationists.
• The general reputation of nature conservation remained largely unchanged following the reorganization, although a minority felt it declined. 42% of all respondents and 57% of experienced officials believed the reputation remained the same.
• There is a perceived critical deficiency in on-site supervision of protected areas. Respondents noted that supervision is often conducted 'on paper' via databases rather than in person, and that the Environmental Inspectorate typically intervenes only after damage has occurred.
• Role divisions between the Environmental Board and the State Forest Management Centre (RMK) are unclear, particularly regarding the planning and implementation of conservation works. 56% of respondents found the division of roles between these two entities to have become less clear.
