Project Brief for Work Package 4 (WP4)
Summary
Work Package 4 (WP4) of the CADWAGO project aims to analyze European water governance by synthesizing insights from other work packages and case studies. Using a theoretical lens of 'governance learning' and the science-policy interface, WP4 seeks to identify 'windows of opportunity' for systemic and adaptive water governance. The methodology involves iterative learning, transdisciplinary approaches, and three scheduled governance learning events in Sweden (June 2013), with the Open University (June 2014), and the University of Sicilie (June 2015) to facilitate dialogue between researchers and stakeholders.
Key insights
- WP4 intends to move beyond viewing science as a tool to fill knowledge gaps, instead treating knowledge input into political and governance processes as a "dynamic social process" involving iterative interactions between scientists, policy-makers, and interest groups.
- The project emphasizes the role of "boundary work" and "boundary workers" to facilitate the exchange of knowledge between different domains, particularly when managing flooding or scarce water resources.
- The expected outcomes of WP4 include gaining insight into policy process dilemmas affecting European water governance and identifying "windows of opportunity" to integrate adaptive and systemic water governance approaches into European governance.
- The project will implement a series of three governance learning events (June 2013 in Sweden, June 2014 with the Open University, and June 2015 with the University of Sicilie) involving innovation "champions" to bridge the project with the broader European water governance network.
