CLIMATE FINANCE IN THE PACIFIC: AN OVERVIEW OF FLOWS TO THE REGION

This annex from a Stockholm Environment Institute research paper provides a detailed analysis of climate finance flows to the Cook Islands, covering grant allocations from 2010 to 2014 and multilateral fund activities between January 2015 and September 2016.

• Between 2010 and 2014, the Cook Islands received US$31.4 million in grant or grant-equivalent finance specifically targeting climate change objectives. Of this amount, approximately 68% (US$21.4 million) was dedicated to mitigation, 32% (US$9.9 million) to adaptation, and 0.1% (US$0.03 million) to both objectives. An additional US$30 million in Official Development Assistance (ODA) for other objectives was reported as having climate change co-benefits.
• The primary sources of climate finance for the Cook Islands were New Zealand, the Adaptation Fund, and the Global Environment Facility (GEF). New Zealand's funding primarily supported solar energy projects, the Adaptation Fund focused on disaster prevention and preparedness, and the GEF focused on biodiversity activities.
• Multilateral climate fund data indicates that from January 2015 to September 2016, the Cook Islands were allocated US$4.3 million, consisting of US$4.13 million from the GEF for a renewable energy project and US$150,000 from the Green Climate Fund for readiness programme support.
