• Monitoring the SDGs is hampered by a lack of standardized methodologies for collecting data across national and local levels, a lack of disaggregated information to reflect territorial differences, and specific difficulties in measuring environmental indicators and those related to SDG 16 (Peace, Justice and Strong Institutions).
• Financing is a major challenge due to prolonged recession and the fact that most Latin American countries are classified as middle-income, limiting their access to bilateral development cooperation. While some countries have aligned budgets to track SDG spending, there is a risk of duplicating expenditures on programs that contribute to multiple goals.
• Integrating the 2030 Agenda with the Paris Agreement on Climate Change is perceived as a significant challenge for the 12 participating countries, partly because environmental goals are seen as complex and lack sufficient indicators for measurement outside of environmental ministries.
