FACT SHEET

The 3C-SEI Partnership Programme (March 2010 – February 2012) is a collaboration between the business leaders' initiative 3C – Combat Climate Change and the Stockholm Environment Institute (SEI). The programme conducts research at the intersection of climate policy and business across three thematic areas: technology development for a low-carbon economy, the impact of resource scarcity, and the analysis of global trade and financial flows related to emissions mitigation.

• The partnership focuses on three research themes: the development of technologies for a low-carbon economy, resource constraints, and the financing of climate change mitigation.
• Research into low-carbon technology development aims to identify the specific policies, incentives, and structures required to commercialise key technologies, noting that while a general vision for transition exists, the specific implications for markets, governance, and the industrial economy are not well explored.
• The transition to low-carbon technologies is increasing the demand for limited resources, specifically rare earth metals for wind turbines and batteries, lithium for batteries, and biomass for chemical feed stocks, fuels, and plastics.
• The programme's research on trade and financial flows seeks to clarify the distinctions between physical emissions, emissions embedded in internationally traded goods, and international financing options for emission reductions.
