FACT SHEET Country/region: Selected Least Developed Countries in Asia and Africa

This fact sheet describes the scoping phase of a programme titled 'Building Long-Term Capacity for Managing and Adapting to Climate Change in Asia and Africa', funded by the Swedish International Development Agency (SIDA) and partnered with Global Change Systems for Analysis, Research and Training (START). The initiative aims to enhance the capacity of universities, research institutes, government, industry, and NGOs in selected least developed countries to manage risks associated with climate variability and change.

• The programme's primary objectives are to develop national and regional research capacity to assess climate change risks, strengthen regional science-technology-policy networks, and encourage science-policy dialogue to integrate climate risk management and adaptation into national development policies.
• The proposed programme components include the creation of national advisory groups, the provision of short courses by regional experts, and the hosting of international experts for up to one month annually at universities in focus countries to develop curricula and raise awareness of environmental risk research.
• Additional programme elements include the development of technical tools and curricula, joint research fellowships for focus country researchers to work with experienced researchers in support countries, and both national and regional workshops for practitioners and policymakers.
• The programme is designed to support the National Adaptation Programmes of Action and the UN Framework Convention on Climate Change Nairobi Work Programme.
• During the 2008 scoping phase, the Stockholm Environment Institute (SEI) and START aimed to conduct a detailed scoping study in Asia and Africa, determine country priorities, identify necessary experts and curricula, and design the format for training workshops and fellowships.
