Tallinna linnas tekkivate biojäätmete ja tekstiilijäätmete kogumissüsteemide arendamise analüüs

This report analyzes the generation and management of bio-waste (kitchen, canteen, garden, and green waste) and textile waste in Tallinn. It evaluates current collection systems, provides forecasts through 2026, and proposes measures to increase recycling rates to meet EU and national targets.

• Two scenarios for bio-waste generation through 2026 are presented: a growth forecast predicting an increase to approximately 86,300 tonnes per year by 2026 based on a 5% annual growth in food sales, and a stabilization forecast predicting a plateau at approximately 74,500 tonnes if waste prevention and home composting measures are implemented.
• To achieve the 55% municipal waste recycling target by 2025, Tallinn must separately collect at least 65% of its bio-waste, specifically targeting at least 60% of kitchen/canteen waste and 80% of garden/green waste.
• The report identifies a need to expand the group of waste owners required to have bio-waste containers, suggesting that the requirement should cover all properties except those with fewer than three apartments where home composting is verified.
• Food waste in Tallinn is estimated at 44,500 tonnes annually, with approximately half being avoidable food loss. About 26,700 tonnes of this is generated in households.
• Textile waste generation in Tallinn has increased, reaching approximately 8,000 tonnes in 2019, with a projected annual increase of at least 3% over the next five years. In 2019, 97% of textile waste was handled as mixed municipal waste.
• The reuse system for clothing and textiles is functioning well, with volumes collected for reuse nearly quadrupling over five years to approximately 1,726 tonnes by 2020, of which 1,654 tonnes were actually reused.
