Läänemere seisundi parandamiseks tuleb muuta valitsemissüsteeme

A study by SEI Tallinn analyzed 175 agriculture-related water policy recommendations for the Baltic Sea region issued between 2014 and the time of the report. The analysis found that nearly one-third of recommendations focused on governance, and many were too general or lacked a clear addressee. The authors argue that for recommendations to effectively combat eutrophication—which is driven in part by agriculture contributing 45% of nitrogen and phosphorus to the Baltic Sea—they must be more specific regarding the target actor, the desired action, and the intended result.

• Between 2014 and the study date, 175 agriculture-related water policy recommendations were identified from three main sources: the BONUS program (83 recommendations), EU directive implementation reports (41 recommendations), and HELCOM (51 recommendations).
• The largest category of recommendations, comprising nearly one-third of the total, focused on 'governance', which includes institutional issues, stakeholder relations, management, administration, reporting, standards, and indicators.
• Many policy recommendations are too vague, using general verbs like 'provide', 'ensure', or 'consider' instead of specific instructions, and often fail to specify which agency or official should take action.
