Läänemere seisundi parandamiseks tuleb muuta valitsemissüsteeme

A study by the Stockholm Environment Institute (SEI) Tallinn, conducted as part of the Waterdrive project, analyzed agriculture-related water policy recommendations for the Baltic Sea from 2014 onwards. The research found that a significant portion of recommendations focus on governance but are often too general and lack specific addressees, hindering their effectiveness in combating eutrophication.

• Agriculture is a primary driver of eutrophication in the Baltic Sea, contributing 45% of the total amount of both nitrogen and phosphorus entering the water.
• Between 2014 and the time of the study, 175 agriculture-related water policy recommendations were identified from three sources: European Commission reports on EU directives (41 recommendations), HELCOM reports and documents (51 recommendations), and the BONUS program projects (83 recommendations).
• The largest category of recommendations, comprising nearly one-third of the total, relates to 'governance', which includes issues of institutions, stakeholders, management, administration, reporting, standards, and indicators.
• The study concludes that most policy recommendations are too general, often using vague verbs such as 'provide', 'ensure', or 'consider', and frequently fail to specify which agency or official is responsible for taking action.
