Overcoming barriers to integrated planning

This SEI briefing discusses the necessity of integrated planning to align the Paris Agreement's climate goals with the 2030 Agenda for Sustainable Development. It evaluates existing software tools for this purpose and highlights the Low Emissions Analysis Platform (LEAP) as a unique open-access, quantitative, and prospective tool capable of analyzing both Sustainable Development Goals (SDGs) and Nationally Determined Contributions (NDCs).

• Integrated planning is necessary because climate mitigation actions can have conflicting impacts on sustainable development. While synergies exist for health, energy, and responsible consumption, stringent actions to limit warming to 1.5°C may create trade-offs for poverty (SDG 1), hunger (SDG 2), water (SDG 6), and energy (SDG 7).
• The Stockholm Environment Institute (SEI) analyzed eight tools for assessing SDG-NDC interlinkages based on perspective, methodology, exploratory power, accessibility, and policy coverage. The analysis concluded that the Low Emissions Analysis Platform (LEAP) is the only open-access tool that is prospective, quantitative, comparative, and covers both SDGs and NDCs.
• LEAP has been used by more than 60 countries for their NDCs. To further integrate SDGs into climate planning, SEI's Initiative on Integrated Climate and Development Planning has developed four major extensions for LEAP to analyze impacts on health (SDG 3), work and economic growth (SDG 8), and industry (SDG 9).
• Specific LEAP extensions include LEAP-Macro for macroeconomic variables like GDP and employment, the Integrated Benefits Calculator for air pollution and health, the AgHealth tool for agriculture and diet, and a forestry and other land-use (FOLU)-tool for land-use emissions.
• The LEAP toolkit has been applied in 16 countries to evaluate climate mitigation pathways. In Nigeria, Côte d’Ivoire, and Ghana, health impact assessments showed that updated NDCs could avoid 30,000, 7,000, and 2,900 premature deaths per year, respectively.
• In Morocco, the Ministry of Energy, Mines and Sustainable Development used LEAP-Macro to analyze the energy transition, finding that power sector investments could increase long-run GDP by 0.2%.
• SEI intends to publish the Africa Assessment model, an open-access resource that represents each African country separately to help stakeholders explore the links between climate mitigation and sustainable development in Africa.
