Call for experts to develop country-level research on ‘The economics of climate change adaptation in Africa’

This briefing is a call for proposals from the Raising Adaptation Impact and Ambition (RAIA) project to fund 10-12 research projects focused on the economics of climate change adaptation in Africa. The initiative, led by the United Nations Environment Programme (UNEP) and the Stockholm Environment Institute (SEI) with UK Aid funding, aims to bridge the gap between science and policy by integrating climate adaptation into national fiscal and economic planning.

• The RAIA project seeks to address systemic gaps in economic evidence and research capacity that hinder the ability of developing countries to identify priority adaptation investments and incorporate them into national budgeting and financing frameworks.
• Current global economic modelling and national fiscal policies often overlook climate adaptation; only 35% of countries report full or partial integration of climate-related risks into budget projections, and approximately 70% of Ministries of Finance have not adopted climate-macroeconomic models or incorporated climate scenarios into macroeconomic forecasting.
• The initiative will fund 10-12 policy-research projects in Africa with a total funding envelope of US$80,000 to US$120,000. Research must focus on areas such as the financial quantification of climate impacts, the identification of market-based or regulatory instruments for financing, and the tracking of adaptation finance through tools like climate budget tagging (CBT) and disaster budget tagging (DBT).
• Eligible applicants must be legally registered and based in an African country and must be a university, think tank, or similar research institution; government ministries are explicitly ineligible. Applicants must demonstrate an existing partnership with a national finance authority and a team comprising at least one qualified economist and one climate scientist or adaptation specialist.
