Kliimamuutusega kohanemise takistuste ületamine

This guide, produced within the CASCADE project, provides local government officials and experts with tools to identify and overcome barriers to climate change adaptation. It categorizes these barriers into eight groups and offers a self-assessment questionnaire and a curated list of resources, including videos and manuals, to facilitate the adaptation process.

• Climate change adaptation barriers are categorized into eight primary groups: conflicting timeframes and interests, governance, resources, scientific data, governance and institutional constraints, lack of awareness and communication, attitudes/values/motivation, and the adaptation process itself.
• In the Baltic Sea region, the development of local and regional adaptation strategies has been slower than expected and varies by country due to differences in organizational methods and the specific impacts of climate change across different sectors.
• Workshops conducted by the CASCADE project revealed that urban planners perceive adaptation barriers as more significant problems than crisis management practitioners do. For crisis managers, climate skepticism is the most prominent issue, while urban planners identify the lack of financial resources as the primary barrier.
• Institutional 'silo thinking' is a significant barrier that limits accountability across departments and sectors and prevents a comprehensive overview of climate risks.
• A lack of specific guidance on how to initiate and maintain the adaptation process often leads local governments to struggle with defining scope, criteria, and the selection of effective measures.
