CASCADE COMMUNITY SAFETY ACTION FOR SUPPORTING CLIMATE ADAPTATION AND DEVELOPMENT CONCEPT AND CONSORTIUM INFORMATION

This fact sheet describes the CASCADE (Community Safety Action for Supporting Climate Adaptation and Development) project, an initiative designed to improve urban and macro-regional resilience in the Baltic Sea Region (BSR) by developing local-level climate change risk assessment methodologies and fostering cooperation between climate professionals and civil protection experts.

• The CASCADE project aims to develop risk assessment methodologies specifically focused on climate change risks that are tailored for the local level within the Baltic Sea Region (BSR). The project intends to adapt existing risk assessment methodologies to the climate change context and use them in a training course for city officials responsible for civil protection, with the goal that this training could be replicated across all BSR countries.
• A primary objective of CASCADE is to bridge the gap between different professional fields by connecting climate change professionals with civil protection experts. This approach responds to the view that climate change is an emerging security threat requiring involvement from both sectors to build resilient societies.
• CASCADE seeks to initiate a region-wide policy dialogue regarding the UN Sendai Framework for Disaster Risk Reduction. This dialogue is intended to serve as a platform for cross-sectorial cooperation across different levels of governance and to improve policy coherence concerning climate risk assessments.
• The project is the result of a development chain involving previous initiatives. The need for the methodology was identified through two EUSBSR Flagship projects, including the project FROM GAPS TO CAPS, which focused on macro-regional capacities for risk assessment and crisis management. The specific concept and application for CASCADE were developed during the CRCC (Making Communities Resilient to Climate Change: Cross-Sectorial Cooperation in Capacity-building) project, which was funded by the Swedish Institute from July 2016 to March 2018.
