Mainstreaming Climate Adaptation into Development Assistance: Rationale, Institutional Barriers and Opportunities in Mozambique

This research paper examines the necessity and challenges of integrating climate adaptation into development assistance in Mozambique, noting that while donor awareness and legislation are supportive, institutional capacity remains a significant barrier.

• Weather extremes in Mozambique threaten development progress, and the population's climate vulnerability is worsened by pronounced poverty. Because the country relies heavily on official development assistance, its development is strongly dependent on donor investments.
• Analysis of sub-national donor investments reveals that a significant amount of development assistance is directed toward climate-sensitive sectors in regions with high exposure to extreme weather. The resulting major damage from these weather extremes provides a motivation for stronger integration of climate policies into development assistance.
• Despite a supportive legislative environment and high levels of climate awareness among donors, mainstreaming initiatives are restricted by limited institutional capacity. Due to these national-level barriers, multilateral and bilateral donors are positioned to play a key role in promoting mainstreaming in Mozambique.
