Cross-border climate change impacts

This research paper introduces a conceptual framework designed to identify and select responses to cross-border climate impacts, addressing the limitation that adaptation is typically treated as a local or national governance issue.

• Current climate change adaptation strategies are primarily limited to specific geographical regions or sectoral contexts, which results in a failure to account for how impacts transmit across borders and sectors, thereby hindering systemic adaptation and cross-scale resilience solutions.
• The proposed conceptual framework provides typologies for cross-border climate impacts and responses, defines actor configurations, and suggests alternative governance approaches to minimize the negative consequences of adaptation. It includes a step-by-step process to evaluate historical responses and identify policy gaps to improve future adaptation strategy design.
• The authors tested the framework using a historical case study of the 2010 food affordability crisis and a hypothetical future global food security crisis, concluding that the framework improves the understanding of responses and informs policy options for risk management based on impact dynamics and governance capacities.
