Cross-border climate change impacts

The research introduces a framework designed to address the limitations of climate adaptation strategies that are typically confined to local, national, or sectoral contexts. By providing typologies of cross-border impacts and responses, and defining actor configurations, the framework aims to facilitate systemic adaptation and cross-scale resilience. The authors tested this approach using a historical analysis of the 2010 food affordability crisis and a hypothetical future global food security crisis, concluding that the framework helps map policy gaps and informs the selection of governance approaches based on impact dynamics and coordination capacities.

• Current climate change adaptation is predominantly treated as a local and national governance issue, which leads to strategies that are restricted to specific geographical regions or sectoral contexts. This narrow focus ignores how impacts transmit across borders and sectors, hindering the development of systemic adaptation and cross-scale resilience solutions.
• The proposed conceptual framework assists in the design of future adaptation strategies by providing typologies of cross-border impacts and responses, defining actor configurations, and suggesting alternative governance approaches to minimize undesirable adaptation consequences. It includes a sequence of steps to analyze historical responses and identify under-represented response types and policy gaps.
• Application of the framework to the 2010 food affordability crisis and a hypothetical future global food security crisis demonstrates that it improves the understanding of cross-border climate impacts.
