Planeación e implementación de transiciones justas: oportunidades para la cooperación Sur-Sur

This briefing examines the limitations of Just Energy Transition Partnerships (JETPs) and proposes South-South cooperation as a complementary approach to advance sustainable and equitable transitions in low- and middle-income countries, specifically highlighting potential collaboration between South Africa and Colombia.

• Just Energy Transition Partnerships (JETPs) are an innovative form of North-South cooperation intended to support low-carbon transitions and social justice in developing countries, but they are hindered by issues regarding funding, local ownership, and implementation equity.
• South-South cooperation offers complementary opportunities to JETPs by facilitating peer learning, context-specific solutions, and technical knowledge exchange among countries with similar governance and socioeconomic challenges. Unlike JETPs, which often prioritize donor agendas and techno-economic frameworks, South-South cooperation can support holistic, justice-based approaches that integrate local development needs such as job creation, energy access, and sociopolitical inclusion.
• South Africa and Colombia serve as examples of the challenges involved in implementing just transitions. There is significant potential for cooperation between these two nations in areas including green industrialization, institutional coordination, benefit sharing among communities, and mine closures.
