Biomass, Livelihoods and International Trade: Challenges and Opportunities for the EU and Southern Africa

This report provides a stylized review of the relationships between biomass, livelihoods, and international trade, focusing specifically on the trade and technical cooperation axis between the European Union and the Southern African Development Community (SADC).

• The report examines the driving forces and the associated costs and benefits of different bioenergy development strategies, specifically focusing on the intersection of biomass, livelihoods, and international trade.
• There is a significant increase in international trade of biomass and bioenergy, including solid fuels like wood pellets and liquid biofuels. North-South trade—exports from developing to developed countries—is the primary focus of attention, sparking a divide between business and policy-makers who see growth opportunities and conservationist and social groups who fear economic exploitation and environmental degradation.
• The report places special emphasis on liquid biofuels, such as biodiesel and bio-ethanol, because the European Union seeks to reduce greenhouse gas emissions in the transport sector and faces high economic and energy costs when producing these fuels internally.
