Delving into the Divisive Waters of River Basin Planning in Bolivia: A Case Study in the Cochabamba Valley

This case study describes the adaptation of the Robust Decision Support (RDS) framework to the Rocha River Basin Master Plan (PDC) in the Cochabamba Valley, Bolivia. By combining RDS with national guidelines, the project aims to improve water resources management, analyze the impact of institutional governance on system models, and provide stakeholders with tools to mitigate inter-sectorial conflicts and manage hydrologic risks.

• The paper details the application of Robust Decision Support (RDS), a novel planning support practice, to the formulation of the Rocha River Basin Master Plan (PDC) in the Cochabamba Valley to support Bolivia’s National Watershed Policy.
• The methodological approach integrates the RDS framework for water resources management with Bolivia's existing guidelines for river basin master plans to analyze how system models interact with institutional governance and decision-making processes across different scales.
• The intended outcome of this work is to provide stakeholders with the ability to identify interactions between water management interventions, manage hydrologic risks and ecosystem functions, and develop strategies to reduce conflicts between sectors or regions.
