Carbon y transiciones justas en el Caribe colombiano

This report examines the power dynamics and distribution policies influencing the phase-out of coal in the Colombian Caribbean, as part of a comparative study with South Africa and Indonesia on just energy transitions in Global South coal-producing countries.

• The Colombian government has integrated the concept of a just energy transition into public debate, though visions for a future without fossil fuels vary across national, regional, and local levels. Coal serves as a significant export product for Colombia rather than a primary internal fuel source.
• In the thermal coal-producing regions of Cesar and La Guajira, the transition debate focuses on the legacy of extractive activities and the economic impact of losing a major industrial sector on local and regional communities. Research identifies conflicting visions of a just transition and the strategies used by various actors to promote specific versions of that transition.
• The report analyzes the power dynamics contributing to resistance against the planned phase-out of coal mining, while also exploring opportunities for sustainable futures and the efforts of civil society to realize their own visions of a just transition.
