Nexus for MENA

This research paper examines the implementation, transfer, and upscaling of the nexus approach—an integrated method for managing land, water, and energy—through five case studies in Jordan, Lebanon, and Morocco.

• While there is broad consensus that an integrated nexus approach to governing natural resources like energy, water, and land can enhance political, human, climate, and environmental security, very few countries in the Middle East and North Africa region have successfully implemented this approach.
• The adoption of nexus approaches in the MENA region is hindered by several constraints: a lack of practical experience, knowledge, and vision; insufficient incentives for policy-making and planning across sectors; and the presence of strong sectoral silos. This lack of implementation creates a cycle where the absence of empirical evidence fails to build the political will necessary to create the required procedures, structures, and incentives.
• Analysis of five case studies in Morocco, Lebanon, and Jordan indicates that successful integrated approaches across different levels and sectors require pioneering actors, targeted investments, and appropriate framework conditions.
