Nexus for MENA

The paper examines the challenges and success factors associated with implementing an integrated 'nexus' approach to managing land, water, and energy in the MENA region. It identifies systemic barriers such as sectoral silos and a lack of empirical evidence, while arguing that targeted investments and pioneering actors are necessary to create a virtuous cycle of evidence-based policy improvement.

• The Middle East and North Africa (MENA) region has seen little progress in implementing integrated approaches to managing natural resources like land, water, and energy, despite a general consensus that such approaches enhance environmental, climate, human, and political security.
• The adoption of nexus approaches in the MENA region is hindered by strong sectoral silos, a lack of incentives for integrated planning and policy-making, and a deficiency in the vision, knowledge, and practical experience required for implementation.
• A lack of empirical evidence demonstrating the benefits of the nexus approach creates a barrier to strengthening the political will needed to establish necessary incentives, structures, and procedures.
• Successful implementation, transfer, and upscaling of integrated approaches across sectors and levels require pioneering actors, targeted investments, and appropriate framework conditions.
