Sleipner and Pre-Salt: The Competitive Strategic Concerns of Promoting CCS in Norway and Brazil

This preliminary analysis examines carbon capture and sequestration (CCS) deployment in Norway and Brazil, suggesting that in these cases, CCS has been utilized as a strategic tool for economic competitiveness rather than primarily for climate change mitigation.

• While it is often argued that CCS deployment is more probable in developed nations with high fossil fuel dependence, greenhouse gas emissions, and emissions-related taxes, Norway and Brazil only partially meet these criteria.
• In Norway and Brazil, CCS has been implemented as a strategic tool to enhance economic competitiveness instead of being used as a climate change mitigation option, supported by initial incentives from private and/or public regulatory arrangements.
• The analysis suggests that redefining the drivers for CCS action could lead to the development of alternative policy instruments and incentives to promote the technology.
