Integrated policy assessment and optimisation over multiple Sustainable Development Goals in Eastern Africa | SEI

This case study by the Stockholm Environment Institute evaluates how integrated land use and energy technology policies in eastern Africa can simultaneously advance Sustainable Development Goals (SDGs) related to climate action, health, and energy access.

• Land policies designed to increase sustainable biomass production can lower regional greenhouse gas (GHG) emissions by approximately 10%, although they may slightly hinder progress toward energy access and health goals.
• An optimized portfolio of energy technology subsidies, aligned with a global Green Climate Funds budget of US$30–35 billion, could reduce GHG emissions by an additional 10%, lower air pollution-related mortality by 20%, and increase energy access by up to 15%.
• The study identifies specific technology priorities: biogas should be prioritized in both short and long terms, while LPG and ethanol offer synergistic benefits for health, climate, and energy access. PV technologies primarily improve energy access, whereas charcoal and fuelwood technologies help curb GHG emissions if linked to land policies.
