Testing a multi-scale scenario approach for smallholder tree plantations in Indonesia and Vietnam

This research paper describes a participatory method for creating nested, multi-scale scenario logics to analyze smallholder tree plantations in Southeast Asia, specifically testing the approach in Indonesia and Vietnam to better understand the interaction between global, national, and local drivers.

• Researchers from the Center for International Forestry Research (CIFOR) developed a nested, multi-scale scenario logic approach to mitigate the risk of unwanted outcomes in the implementation of smallholder tree plantations, which are viewed as potential tools for increasing forest area and alleviating poverty in Southeast Asia.
• The multi-scale approach was designed to address the interaction between large-scale processes, such as national policy and global markets, and small-scale systems, including farmer livelihoods and local policy. The authors suggest this method may be applicable to other research areas, specifically climate adaptation studies.
• The method was tested during two scenario workshops focusing on rural livelihoods across four localities (two per workshop). The results indicated that while the resulting scenario frameworks were similar across localities, the nested framework helped structure the process and highlight significant contextual differences.
