Managing the Risks: International Level and Integration Across Scales

This report chapter discusses the intersection of global development, disaster risk management, and climate change adaptation, specifically examining the roles and differences between the UNISDR and the UNFCCC.

• Global interconnectivity, population growth, and economic growth, alongside the interdependence of ecological and economic systems, can either decrease vulnerability or increase disaster risks.
• Disaster risk management has traditionally evolved through both top-down and bottom-up approaches, typically progressing from local to national and finally to international levels when national capacities for humanitarian aid and capacity building are exceeded.
• The United Nations International Strategy for Disaster Reduction (UNISDR) and the United Nations Framework Convention on Climate Change (UNFCCC) are the two primary international mechanisms for disaster risk management and climate change adaptation. Because these institutions possess different mandates, scopes, objectives, strengths, and capacities, integrating disaster risk management with climate change adaptation has been difficult.
