Building resilience to natural hazards in Indonesia: progress and challenges in implementing the Hyogo Framework for Action

The study assesses Indonesia's implementation of the Hyogo Framework for Action (HFA) 2005–2015, finding that while regulatory frameworks and non-government participation have driven progress, resilience is hindered by local government capacity gaps and a lack of mainstreaming into development agendas. Future challenges include urban risk governance and the integration of disaster risk reduction with climate change adaptation.

• Progress in building disaster resilience in Indonesia has been primarily driven by the availability of regulatory policies and frameworks, as well as the involvement of various non-government stakeholders.
• Several factors impede the disaster risk reduction process, specifically a lack of capacity and capability within local governments, insufficient systematic learning, and a failure by the government to integrate disaster risk reduction into broader development agendas.
• Future efforts to build resilience are likely to be challenged by the need for urban risk governance and the integration of climate change adaptation with disaster risk reduction.
