Building resilience to natural hazards in Indonesia: progress and challenges in implementing the Hyogo Framework for Action

This research paper examines Indonesia's progress in implementing the Hyogo Framework for Action (HFA) 2005–2015 to improve disaster risk reduction (DRR). Based on literature reviews and interviews with 26 representatives from DRR and climate change adaptation (CCA) organisations, the study identifies the drivers of resilience, the impediments to progress, and emerging challenges for future governance.

• The development of disaster resilience in Indonesia has been primarily driven by the availability of required regulatory frameworks and policies, as well as the involvement of various non-government stakeholders.
• Several factors impede the disaster risk reduction process in Indonesia, specifically a lack of commitment from the government to integrate DRR into general development agendas, a lack of systematic learning, and insufficient capacity and capability at the local government level.
• Future efforts to build resilience in Indonesia face emerging challenges regarding urban risk governance and the integration of climate change adaptation (CCA) with disaster risk reduction (DRR).
