Reflection paper for EUCRA-2

This reflection paper provides preliminary scoping insights for the second European Climate Risk Assessment (EUCRA-2), drawing on the experience of the EUCRA-1 core team and expert consultations held in early 2025.

• The reflection paper is designed to support the early scoping of EUCRA-2 by examining its potential policy context, methodology, scope, and chapter structure, while emphasizing the need for continuity with EUCRA-1 and alignment with national, EU, and international initiatives.
• The document's insights are based on the experience of the EUCRA-1 core team and a series of expert discussions conducted between January and May 2025, which included a workshop at the European Environment Agency in Copenhagen and input from the JRC, ECMWF, and DG CLIMA.
