Pathways for Adaptive and Integrated Disaster Resilience

This research paper proposes a framework for Adaptive and Integrated Disaster Resilience (AIDR) to address the increasing frequency and complexity of disasters caused by environmental and socio-economic changes. It identifies seven institutional pathways to integrate disaster risk reduction (DRR), climate change adaptation, and development, while specifically examining the application of these pathways in Indonesia.

• The authors define Adaptive and Integrated Disaster Resilience (AIDR) as the capacity of communities and nations to develop resilience through integrated methods and the strengthening of system adaptiveness. This framework is designed to manage uncertainties and complexities by utilizing institutional processes that operate across different scales and sectors, involve various stakeholders, and encourage social learning.
• The paper identifies seven conceptual pathways to achieve AIDR, intended to help practitioners, policymakers, and scholars integrate DRR strategies with development and adaptation. These pathways include: integrating DRR, adaptation, and development; strengthening polycentric governance; fostering collaborations; improving knowledge and information; enabling institutional learning; self-organization and networking; and providing disaster risk finance and insurance.
• In analyzing the implications for Indonesia, which is highly vulnerable to climate change and natural hazards, the authors conclude that there is a critical need to increase resources and strengthen multi-stakeholder collaboration at the local level, while positioning the community as the central focus of adaptive DRR and adaptation approaches.
