Role of Europe in resilience to cross-border climate impacts

This report examines how the European Union and its member states address cascading and cross-border climate impacts within agri-food systems in third countries with close ties to Europe, identifying strategic challenges and providing policy recommendations to build system-wide resilience.

• Climate events like flooding and droughts can create cascading or cross-border impacts that travel across national and jurisdictional boundaries, affecting regions far from the original event. In the Middle East and North Africa (MENA), higher temperatures and water shortages may lower agricultural yields, disrupting food value chains and driving rural-urban migration, which can strain public services, increase social unrest, and lead to higher migration toward Europe, potentially facilitating organized crime such as human trafficking.
• Agri-food systems serve as critical links in risk cascades that connect climate shocks to economic disruption or displacement, but they also represent a strategic entry point for interrupting these cascades to prevent shocks from spreading across borders and domains including health, security, food, and the economy.
