Enabling Inclusive Climate Finance in Asia through Fit-for-Purpose Capacity Development Planning and Action (2023–2025)

This fact sheet presents findings from a multi-country needs assessment conducted across Bangladesh, Cambodia, Nepal, and Thailand to inform the design of capacity-building programs for inclusive climate finance between 2023 and 2025.

• A multi-country assessment identified common capacity gaps across Bangladesh, Cambodia, Nepal, and Thailand, specifically in understanding international climate finance mechanisms (78%), monitoring and evaluation systems (72%), and operationalizing Gender Equality and Social Inclusion (GESI) principles (65%).
• The assessment highlighted specific capacity gaps unique to each participating country: Bangladesh struggles with climate finance accounting and transparency, Cambodia lacks a bankable project development pipeline, Nepal faces challenges with local government capacity, and Thailand needs improved SME engagement.
• There is a critical lack of accessibility in current climate finance capacity-building programs, with only 5–10% of respondents rating existing programs as accessible.
• Capacity building programs should prioritize specific participants, with the highest identified needs among environment and climate agency staff (94%), finance and economic ministry staff (83%), civil society organizations (75%), and academic and research institutions (70%).
