In the Shadows of the Himalayan Mountains: Persistent Gender and Social Exclusion in Development

This report chapter argues that climate change adaptation policies in the Hindu Kush Himalaya region must integrate gender and social intersectionality—including class, caste, ethnicity, and geography—to be successful, as these factors create differential vulnerabilities among mountain communities.

• Climate change adaptation policies in mountain regions are unlikely to succeed if they fail to account for gender and its intersection with other social factors, specifically geography, ethnicity, and class or caste.
• People residing in remote mountain areas of the Hindu Kush Himalaya are particularly severely impacted by the combination of socioeconomic processes and climate change, though the specific effects on the resources, livelihoods, and quality of life for diverse groups within the region remain less understood.
• Because different groups experience differential vulnerabilities, it is necessary to connect climate interventions and science with the contextual experiences of those groups. The text uses case studies to show how gender relations dynamics lead to different experiences for men and women regarding climate change.
